Walther's Ingenieur was a Meccano-like construction systems using bifurcated paper clips instead of nots and bolts. It was made in Germany from around 1904 to 1914.
In France the system was called 'Arts et Metiers Série 3', although it had been initially known as Ingenieur Walther.
In the USA the system appears to have been called 'The Smart Engineer'.
